One investigator per shared failure

Before probing a symptom that could be shared, check the tracker for an existing claim and its owner. If one exists, add your new fact and route it to that owner instead of repeating the diagnosis. If there is no claim, agree one investigator with the parent or owning Manager and record ownership before the first probe. If the tracker or ownership is unavailable, route the symptom instead of probing a nearby surface.

When multiple agents encounter the same shared failure, one agent owns the diagnosis. Route evidence to that owner and stop parallel investigations; do not produce competing fixes for a shared symptom. The owner records the failing surface, reproduction, and evidence-backed cause, then reports the verified resolution to affected lanes. Resume independent work while diagnosis proceeds.
